Why Do Good Fiber Projects Still Go Bad?
Modern fiber projects haven't just gotten bigger. They've become more connected, and that changes everything.
You've probably asked yourself this question at some point. How does a project with good engineers, experienced contractors, capable inspectors, and an owner willing to invest millions of dollars still end up fighting the same problems over and over again?
Projects get behind schedule.
Punch lists keep growing.
Work has to be redone.
The owner isn't happy.
The contractor isn't happy.
The crews feel like they're doing everything they can.
Everyone involved is working hard, yet it still feels like the project is constantly trying to pull itself apart.
I've spent a lot of time thinking about why that happens.
For a while I thought it came down to experience. Then I wondered if it was communication. Later I thought maybe it was project management. There is probably some truth in all of those, but the longer I've been around this industry, the more I think something else has changed.
I don't think fiber projects have simply become bigger. I think they've become something completely different. When I first started in this industry, projects were certainly challenging, but they were also manageable in a different way. One experienced superintendent could walk most of the job, know the crews by name, remember the field changes, understand the engineering, and have a pretty good idea of what was happening almost everywhere on the project.
Those people were impressive, but I don't think they were superheroes. The projects simply fit inside one person's ability to understand them.
Compare that to a typical broadband project today. You may have one company performing the engineering, another handling utility coordination, several construction contractors working in different areas, multiple inspectors, restoration crews, project managers, municipalities, utility owners, suppliers, and the owner's representatives all involved at the same time.
Every one of those groups has a different responsibility, information the others need, making decisions that affect someone else.
Now think about what we're really asking one project to accomplish.
We're asking dozens of different companies, hundreds of different people, and thousands of individual decisions to come together and produce one network.
That's a completely different challenge than it used to be.
Construction itself hasn't changed as much as people think.
We're still drilling.
We're still placing conduit.
We're still setting handholes.
We're still blowing fiber, splicing cable, testing networks, and restoring the ground.
The work is familiar. The coordination isn't.
I think that's where the conversation starts getting interesting. For years we've looked at fiber projects as construction projects. What if they're really coordination projects? That may sound like the same thing, but I don't think it is.
Construction is the physical work.
Coordination is getting dozens of people to build the same thing without every one of them seeing the entire picture. Think about a relay race. No single runner wins the race by themselves. Each runner is responsible for one part of the course, but every handoff matters just as much as the running itself. A dropped baton doesn't happen because someone forgot how to run. It happens because two people failed to connect for a fraction of a second.
Fiber projects feel a lot like that.
Engineering hands information to construction.
Construction hands information to inspection.
Inspection hands information back to the contractor.
Documentation gets handed to operations.
Operations eventually hands information to maintenance.
Every phase depends on the one before it, and every handoff has to be accurate. The more people involved, the more handoffs there are. That doesn't mean projects are getting worse. It means there are simply more opportunities for disconnects to happen.
I don't think we talk about that enough.
When a project struggles, we naturally look for the mistake:
Who missed it?
Who made the wrong decision?
Who should have caught it?
Sometimes there is a clear answer. A lot of the time there isn't. Sometimes nothing dramatic happened at all.
One conversation didn't make it to the next crew.
A field change wasn't communicated as clearly as everyone thought.
A decision made during construction wasn't fully understood by the people working behind them.
Nobody intended to create a problem. The project just kept moving.
The more I think about it, the more I wonder if that's one of the defining challenges of modern fiber construction.
The challenge isn't finding people who care. This industry is full of people who care. The challenge isn't finding experienced people. I've worked with some incredibly talented crews over the years. The challenge is keeping everyone connected while the project continues moving every single day.
Maybe that's why good projects still go bad, because modern fiber projects have quietly crossed a line.
They've become too connected, too fast-moving, and too dependent on dozens of people staying aligned for us to manage them the same way we did twenty years ago.
When I say alignment, I'm not talking about everyone agreeing with each other all the time.
Construction has never worked that way, and it never will.
Good engineers will disagree with other engineers. Experienced inspectors will see things differently from experienced contractors. Project managers will make decisions based on schedule while field crews are focused on getting the work built. Owners have priorities that contractors don't always see, and contractors deal with challenges that owners may never experience.
That's normal.
Different perspectives are part of every project. The problem starts when those different perspectives stop moving toward the same outcome.
Take a moment and think about how many decisions are made on a typical fiber project in a single day.
Someone decides where to stage materials.
Someone decides to adjust a bore because of an unexpected utility.
An engineer answers a question from the field.
An inspector documents a deficiency.
A foreman moves a crew to another area because weather is coming in.
A project manager changes tomorrow's schedule because another contractor is running behind.
None of those decisions seem particularly important by themselves. Most of them aren't. What matters is that every one of those decisions affects someone else.
The field adjustment has to make its way into the as-builts.
The schedule change affects restoration.
The restoration schedule affects traffic control.
Traffic control affects the municipality.
The municipality affects when another crew can begin work.
One decision becomes five.
Five become twenty.
Twenty become hundreds over the life of the project.
That's just the nature of construction.
Years ago, one experienced superintendent could often keep those moving pieces connected because there simply weren't as many of them. Today, those same people are managing projects that may stretch for miles, involve multiple prime contractors, several subcontractors, engineering firms, inspectors, utility owners, municipalities, suppliers, and owners who may be in another state watching progress through weekly reports.
The amount of coordination has grown faster than most organizations have had time to recognize. I don't think we've fully adjusted to that reality yet.
As projects become bigger, information has farther to travel.
Every time information moves from one person to another, there is an opportunity for something to be misunderstood, forgotten, delayed, or interpreted differently. That's not unique to fiber construction. It happens in manufacturing, healthcare, aviation, and almost every industry where large groups of people have to work together.
Fiber construction just happens to be experiencing it on a much larger scale than it did twenty years ago. Maybe that's why some projects seem to feel smooth from beginning to end while others constantly feel like they're fighting themselves.
The difference is the quality of the connections between the people.
I've started thinking about projects less like a collection of individual tasks and more like a collection of relationships. If those relationships are strong, information keeps moving and the project adapts as conditions change. If those relationships begin to weaken, the project doesn't stop overnight.
It slowly becomes more difficult.
Questions take longer to answer.
Small misunderstandings become larger conversations.
People spend more time explaining what happened than planning what comes next.
Eventually everyone starts feeling like they're working harder than they should have to. Keeping everyone connected has quietly become just as important.
The more I think about it, the more I believe our industry is in the middle of a transition.
As broadband projects continue to grow, the question becomes less about whether we have good people and more about whether good people have what they need to stay connected to one another.
That's a different conversation.
When people talk about quality, they usually picture the finished product. They think about straight conduit, clean splicing, proper restoration, organized handholes, or passing acceptance tests. Those things absolutely matter because they are what everyone sees when the project is complete.
I've started wondering if quality begins much earlier than that. Maybe quality begins the moment two people understand the work the same way. Maybe it begins when expectations are clear before construction starts. Maybe it begins when engineering, construction, inspection, and operations all share the same picture of what success looks like.
If that's true, then quality isn't something that suddenly appears during construction.
It's something that's built into every conversation, every handoff, and every decision long before the project reaches the customer.
That doesn't mean projects will ever be perfect.
Construction will always have surprises.
Plans will change.
Weather will interfere.
Utilities will be found where nobody expected them.
Crews will solve problems that couldn't have been predicted in the office.
That's the nature of building anything worthwhile. The goal isn't to eliminate those challenges. The goal is to make sure the people solving them are moving in the same direction. I think that's one of the biggest opportunities in our industry over the next decade.
Not simply building faster.
Not simply building cheaper.
Building in a way where every part of the organization understands what the others are trying to accomplish.
That probably sounds simple. In reality, it's one of the hardest things any organization will ever do. It takes time to build trust between teams. It takes discipline to communicate consistently. It takes humility to recognize that no single person sees the entire project anymore. It also takes a willingness to keep learning because the projects we'll be building five years from now will likely be even larger and even more connected than the ones we're building today.
I don't think we've reached the finish line as an industry.
I think we're entering a new chapter.
The technical side of fiber construction will always matter. We should continue improving our equipment, our engineering, our installation methods, and our workmanship.
At the same time, I think we need to spend just as much energy understanding how organizations work together. Because at the end of the day, customers don't experience engineering, construction, inspections, or documentation as separate activities.
They experience one network. They assume it was built by one team with one purpose.
Maybe that's the challenge we've been given. To learn how to build that way, even when dozens of companies and hundreds of people are involved.
That's a conversation I plan to keep exploring.
Fiber Done Right isn't about having all the answers. It's about asking better questions, sharing what we're learning, and helping move our industry toward more consistent, more predictable, and higher quality networks.
